We suppose this would pretty much demolish the old "I didn't know stealing was a crime" defense.

Well many chilangos need to be told that, I remember a woman from mexico city complaining because she was force to pay a fine and to be in trial for stealing the electricity. She told that while in mexico city she never paid for that "se colgaba" and nobody bothered
