That is a typical Haloween Costume sold at most Mexican stores this time of year.

The costume is called "El Oso de Los Indios Azteca" it was worn by the Aztec trick or treaters to celebrate the Big Pumpkin God.

The Aztec Pumpkin God is also refered to as the "Great Pumpkin" by Linus from the Charlie Brown comics.
